Noctua NH-L9a has max height of 37mm and has no motherboard or ram compatibility issues. The NH-L9a cooler is the AM4 specific variant of Noctua’s NH-L9i. The L9a includes one NF-A9x14 fan which comes in either chromax black or original brown.
All testing was completed on BC1T Open Testbench using the following hardware in 20°C room ambient temperature. CPU cooler fans were set to fixed 35dB(a) noise level at distance of 30cm.

All CPU cooler testing was completed using CPU-Z in 10 minute stress test.
Noctua NH-L9a is straightforward to mount and has reasonably quiet operation during normal use. The NF-A9X14 chromax.Black fan ran at 35dB = 85% fan speed at distance of 50cm.
